How come banks have a hard time catching people who commit identity theft or fraud to other peoples accounts?

I get loads of emails from “banks” phishing for my account details usually a couple a day is there anything I can do to really piss them of I do send them made up information and abusive emails in return. Can anybody think of anything more creative.
