I need a spyware removal program that does not need internet access to install and run?

I have a spyware program that is blocking internet access so there fore I can’t download updates before running. The 3 programs I am having problems with are error cleaner, privacy protector,and spyware & malware protection. I am trying to keep from reformating all together.

Does the government having access to citizen’s personal information increase the chance of identity theft?

The U.S. government now has access to citizen’s credit card statements, medical records, and bank account information. Do you believe this increases the probability of identity theft as this information could potentially be abused by public employees who have access to that information?
