Well, you need to do some damage control, you need to assess your situation, and see how much damage has been done.
There are a whole lot of exceptions and conditions for each case.
Right now you KNOW about the phone bill, get your credit reports and find out what else is involved. In most states, you can get one free report at least once per year.
Call and request a WARNING FLAG be placed on your credit file – right now – you can remove this flag at a future date – but at the moment, you are an identity theft victim. Do this at the same time you request your free credit report, generally speaking you can do this anytime, and the automated machines are not too horrible for handling these two kinds of requests.

Sometime in the next couple of days, contact the phone company and request that they fax/mail or pdf an e-mail to you with your billing statement for the FRAUDULENT accounts.
Go to the local police department of the town your friend lives in (if that’s your home town so much the better), and file a complaint for fraud and identity theft (this may or may not be a crime), also make sure you either have or let the duty officer know you are going to have your credit reports and phone bills for them.
Give them the number for your phone company as well as any contact information you have or investigation numbers the phone company may have assigned to you.
Once the police are involved, that can help get you off the hook with the phone company.
After you have your credit reports , if you have more serious errors (almost everyone finds smaller errors), you need to bring that to the attention of the police.
Sorry to hear about your troubles but good luck resolving them.
The bonus is that ex-felons are often on parole and identity theft is a FELONY offense if she purchased anything over state lines.
If you are afraid of her contacting , harassing or hurting your friends or family, express your concern to the police, and suggest you want their help in resolving the issue and that she should be investigated with discretion.
Oftentimes, you are NOT the only victim.
My first (and second) instance of identity theft were because my SSN and other stuff made it’s way into the hands of a criminal organization where only a few members were arrested or convicted (the guy who stole my ID the first time, was in JAIL before I knew it had even happened), but the damage was done because he sold my stuff to some other upstanding members’ of the community who managed to acquire some 20,000 dollars in laptops counting as my SECOND identity theft situation.
But in both cases, the issues were handled by local police and the county prosecutors office.
Once you have the cops and or prosecutors on the case, you can focus more on getting your credit back into shape.
